Chapter One: Introduction
1.1 Background of the Study
Gender-based violence (GBV) remains one of the most pervasive human rights violations worldwide, affecting women and girls disproportionately, particularly in developing nations like Nigeria. Lafia South Local Government Area (LGA) in Nasarawa State has not been immune to this issue, with reported cases of physical, sexual, and psychological abuse impacting the well-being and dignity of women and girls. Despite national and international laws prohibiting GBV, local governments play a critical role in enforcing these laws, offering support services to victims, and implementing preventive measures. Lafia South LGA has adopted a range of interventions, including awareness campaigns, legal aid services, and partnerships with civil society organizations, aimed at reducing GBV and providing support for survivors (Chijioke & Nwachukwu, 2024). However, challenges remain regarding the effective implementation of these initiatives, the reach of services, and cultural norms that perpetuate violence. This study aims to examine the role of Lafia South LGA in addressing gender-based violence and the effectiveness of its programs in protecting women and girls.
1.2 Statement of the Problem
Despite the efforts made by Lafia South LGA to combat gender-based violence, the incidence of such violence remains high, and many survivors continue to face barriers to accessing support services. Local government interventions, while important, often fall short due to inadequate funding, social stigma, and cultural resistance. This study seeks to investigate the role of Lafia South LGA in addressing GBV and assess the effectiveness of its programs in reducing violence and supporting survivors.
1.3 Objectives of the Study
To evaluate the role of Lafia South LGA in preventing and responding to gender-based violence.
To assess the effectiveness of local government programs and initiatives aimed at supporting victims of GBV.
To identify the challenges faced by Lafia South LGA in addressing gender-based violence and protecting vulnerable women and girls.
1.4 Research Questions
How effective are Lafia South LGA's programs in preventing gender-based violence?
What role does Lafia South LGA play in supporting survivors of gender-based violence?
What challenges does Lafia South LGA face in addressing gender-based violence within the local community?
1.5 Research Hypothesis
Local government programs in Lafia South LGA have a significant positive impact on reducing gender-based violence.
The support services provided by Lafia South LGA are effective in helping survivors of GBV rebuild their lives.
Cultural norms, inadequate funding, and social stigma pose significant challenges to the success of local government initiatives in combating GBV.
1.6 Significance of the Study
This study is significant because it will provide a comprehensive evaluation of local government efforts to address gender-based violence in Lafia South LGA. The findings will inform local policymakers and stakeholders on the strengths and weaknesses of existing programs and offer recommendations for improving interventions aimed at preventing and responding to GBV. The study will also contribute to the broader conversation about gender equality and the role of local governments in tackling social issues.
1.7 Scope and Limitations of the Study
This study will focus on gender-based violence and the role of Lafia South LGA in addressing this issue. It will assess the local government's policies, programs, and challenges. Limitations include potential difficulties in accessing sensitive data from survivors and government officials, as well as the potential underreporting of GBV cases due to social stigma.
1.8 Operational Definition of Terms
Gender-Based Violence (GBV): Any act of violence or abuse directed at an individual based on their gender, including physical, sexual, and emotional abuse.
Local Government Programs: Initiatives and policies put in place by the local government to address specific issues, in this case, gender-based violence.
Survivors of GBV: Individuals, particularly women and girls, who have experienced gender-based violence and are seeking support, justice, and recovery.
